The Fifth Session of the 14th Jiangsu Provincial People's Congress opened in Nanjing on the morning of February 3. Xin Changxing, Party Secretary of Jiangsu presided over the meeting, while Governor Liu Xiaotao delivered the government work report on behalf of the Provincial People's Government. In the afternoon, delegations held plenary meetings to deliberate on the work report and examine the budget reports and draft documents.

The deputies believed that the government work report demonstrated the hard-won achievements over the past year.

The report on the 15th Five-Year Plan period (2026–30) and the work arrangements for 2026 impressed the deputies with full demonstration of a proactive commitment to make greater contributions, its adherence to the policy orientation of pursuing progress while maintaining stability and improving quality and efficiency, its reaffirmation of the people-centered stance of benefiting the public, and the great efforts to further strengthen the confidence in the opening year.
